As a non property lawyer, or now at all, I've suggested in the past that estate agents should be added to the mix of those who may be liable.

At the very least they should be asked what they have done to check their vendor client's identity and told why they're being asked and that the answer will be relied upon. A disinclination to assist should be reported to the purchaser client and their lender.
