All debt enforcement is inadequate in England and Wales, and it would be grossly unfair to put weapons in the hands of one creditor which are not available to others.

So: no to seizing passports and no to disqualification from driving. The latter would in many cases make the debtor unable to pay and lead to maintenance being reduced - a classic own goal.

Passports in any event belong to the issuing government, not the holder, and it would be outrageous for foreign passports to be seized - and absurd if they could not be but British passports could.

And finally: debt of this nature should be subject to the same law of limitation as any other debt and aged claims written off accordingly. If that is wrong, why is it wrong?
