The only way in which it will be a "disaster" will be if injured citizens pursue judicial review proceedings against the government saying that their rights have been infringed, and for those JR proceedings to be successful. The government would need to be told that it was acting unlawfully, and then it would have egg on its' face and have to back down.

If no one were to stand above the parapet and challenge HMG, or if the JR failed, then far from being a disaster, it would be "proof" (in the loosest sense of the word) that their legislation has been successful in reducing claims (or was it reducing fraud, I can never remember) and everyone will get £35 knocked off their premiums - honest!!!!!

This piece of legislation only benefits insurers, and is an attack on citizens rights. The problem is that no one is listening, and it will be too late when people start noticing that their rights have been removed.
