Pure dogma from the SRA. They are ignoring a fundamental truism of professional regulation, which is that professionals are much more critical of fellow professionals when it comes to matters of professional ethics, because they are much more likely to understand the rules and the context than lay people. This is underscored by the incredibly high percentage of SRA prosecutions which result in a finding by the Tribunal. The SRA's concern is clearly one of perception rather than efficacy, a concern which is much more likely to damage public confidence that resisting the tempatation to fix what ain't broken.
