Anon at 15:15hrs - to your comments I say, “perhaps”. However I assumed the rule to which you refer is different for ‘leaders’. What point a leader who speaks naught? Is it really a faux pas to politely and publicly state what is truly going on? How then does such a leader manage the expectations of her/his staff or indeed the expectations of the wider public? To my mind, if taken ad aburdum or indeed not that far, it appears to me there is no hope for the CPS; she effectively (implicitly?) has disclosed the DPP position is a very political one. Silly me for thinking otherwise.
