Anon 16.17 is assuming that, where it does obtain a costs order, the SRA actually recovers the relevant costs. Many solicitors who are ordered to pay the SRA's costs don't have the resources to do so, with the result that the costs are never recovered.

The figures demonstrate this. For example:

2014 - £2,055,495 costs ordered to be paid to SRA. £287,707.81 recovered as at April 2016. That's a recovery rate of 14%.

2015 - £1,713,142 costs ordered to be paid to SRA. £403,131.63 recovered as at April 2016. That's a recovery rate of 24%.
