I think that when Legal Aid for PI was stopped the net cost to the taxpayer was £2m because costs were recovered from insurers for successful claims and as the test was whether a person of moderate means would pursue it most cases were won. That was a sensible allocation of a social cost, and there no middlemen making a profit that increased the cost of the process. The AIB thought was unfair, and got HMG to change it. The promise was a functioning LEI market for everyone. Now they don't like the new system, except where they are making money out of it. They manipulate it so they can extract their profit elsewhere, and claim the insurance business isn't profitable, so the ability to make claims should be curtailed.
