That 23% does not surprise me. I wouldn't be surprised if the majority of that is certain North West Solicitors who put in budgets with £300 p/h for basic slip/trip claims. They may have gone over budget but the costs would be slashed at detailed assessment anyway, so the net result isn't much different. Then there are the central London firms dealing with PI claims from regional areas, they are never going to be able to stay in budget if they are trying to charge London rates but a budget is set based upon a regional Claimant.

I think more information as to who is going over budget and in what areas etc. before any real meaningful comments can be made on this, although admittedly there are occasions when some judges are a bit quick and free with the old red pen.
