The problem is the legal basis for co-operation. In the event of a no-deal Brexit (unlikely I agree) arrangement reliant upon an EU legal basis will cease to have effect and be lawful. That includes cross-border data-sharing. Instead of automatic sharing of data and access to EU databases arrangements would need to be discussed on a case-by-case basis until such time as an alternative can be agreed. That is going to take time simply because there are only so many hours in the day and a limited number of people available to decide on what needs to be agreed. It's not that alternative arrangements won't be, because it's in everyone's interests that they should be, it's what will have to be done in the interim that is worrying the law enforcement agencies. And yes, you can criticise the EAW for the way that other countries operate it, but it's been a very useful tool for UK authorities.
