A local authority which dresses itself up as in intervenor when it is really the claimant should be liable for the defendant’s costs if the claim fails - or vice versa. Crowdfunded or not.

We are indeed too squeamish about making claimants provide security for the costs of the defendant, preferably by way of insurance. It should be routine even where it “stifles” a claim - it is simply wrong that if you are sued and win you can be left with costs to pay because the claimant has not the means to pay. It is legalised extortion.
