After seven years of regulation, a number of leading practitioners from the City examine whether the system of regulation has failed.
Should the lawyers take over? The session is designed to be forthright and challenging with speakers also inviting views from the audience.
The main speakers are the Hon Mrs Justice Arden, Nigel Atkinson, head of listing at the Stock Exchange, and Lindsay Thomas, head of surveillance monitoring at the Securities and Futures Authority.An insider's knowledge of City affairs is not a pre-requisite to attendance.
Indeed, the speakers will aim to give as objective a view as possible, so those wishing to learn how the City works, as well as those who have strong views about whether it does or not, are encouraged to attend.The first part of the session will look at how regulation works, both from the experience of institutions prior to the introduction of the Financial Services Act and the thinking behind the Act itself.
The role of the judiciary will be examined, together with those of the regulatory bodies.
Each of the speakers will then consider particular issues, including the new insider dealing law, the current debate over pensions and recent case law to decide whether the system actually works.
In the third section the effect of legislation from Brussels and the response of the UK will be debated.Finally, both the panel and the audience will be invited to express their views on what the future will and should hold.This is an opportunity to meet leading practitioners fro m the City and to take a personal role in forming thinking in the City on the future of regulation.
