France set to face censure over rights of establishment
France is set to be censured for its failure to implement the lawyers' rights of establishment directive following a preliminary decision in the European Court of Justice last week.
A report from Advocate-General Alber Siegbert concluded that although France has taken steps towards implementation, it has failed to meet deadlines imposed by the European Commission.
The decision has to be confirmed by the European Court of Justice.
It is thought that the change of government in France will delay implementation as the necessary legislation will have to be re-submitted to the French parliament.
Ireland, the Netherlands and Luxembourg are facing similar censure over implementation failures.
