We understand the reluctance of Simon Osborne (see [2010] Gazette, 13 May, 13), as somebody who does only pro bono work and does not hold client funds, to pay the full practising certificate fee. However, he should pay less for his practising certificate and compensation fund contribution under the new arrangements – around £630 instead of £720.

There are several groups with strong arguments for paying less. Though not perfect, the arrangements to be introduced this October will be a very significant step towards a fairer system, based on objective criteria.
