New powers over energy, speed limits, and local government and Welsh Assembly elections will transfer to Wales under the draft Wales Bill published last week.

The Wales Office said the bill follows a promise of further devolution made by the coalition government in February this year and moves the Welsh devolution settlement to a ‘reserved powers’ model similar to that applying in Scotland. However, first minister Carwyn Jones said the draft bill amounted to an ‘English veto on Welsh laws’.
