no where to hideI am a solicitor currently undertaking a postgraduate law degree and I am appealing for assistance with a research project I am working on.Moves are afoot within the European Union to introduce a fast-track extradition warrant, thus abolishing, within the union, formal extradition and the safeguards that go with them (including the dual criminality and political offence exceptions).These proposals - the 'Tampere Conclusions' - were agreed at the European Council meeting in Tampere in 1999 and plans for their implementation are being drawn up.
The idea behind the changes is that there should be no hiding place in the European Union for criminals or the proceeds of their crime.However, while a great deal of state funding has gone into discovering how criminals within the European Union's judicial space can be moreLetters continued on page 20Letters continued from page 18effectively prosecuted, little has work has been done to consider the potential human rights consequences of the 'Tampere Conclusions'.The focus of my research is the effect on provisional liberty of the imposition of the 'Eurowarrant' scheme.
I am attempting to look at these issues by considering the way bail is granted in theory and in practice both in the UK and in at least one other European Union state.I am appealing for the help of criminal and extradition lawyers who may be able to assist my work by responding to a simple questionnaire detailing their experiences in respect of the grant of bail in England and Wales.
