In light of the recent problems leading to the postponement of the introduction of HIPs and the growing emphasis on the importance of the energy performance certificate (EPC), would it not be a simple solution, at least in terms of the introduction of the EPC, to provide that all properties sold would not be registered by HM Land Registry unless an EPC accompanied the application for registration?


This is only an idea. It seems obvious to me, but probably so obvious that it is flawed.
