Speaking after a seminar held by her firm last week, Kirstene Baillie, head of Field Fisher Waterhouses investment funds and products group, said: There is clearly a concern that, with the Treasury and the Revenue positions [on the exact definition of an IPA] not being finalised before the end of the year, the consultation paper from the Financial Services Authority not due until January and the FSA regulations being finalised some time thereafter, fund managers will not launch IPAs in April.
