Testing Times
I fully accept Carolyn Regan's assertion that 82.9% of applications for representation orders have been granted since the introduction of means testing (see [2007] Gazette, 15 February, 14).
This does not, of course, take account of those defendants who are advised by their solicitors that submitting an application for legal aid is pointless because they will fail the means test.
