A former Bar Council chairman has called for the creation of a world environment court to ensure nation states and companies adhere to current and future carbon emissions and climate change targets.
Stephen Hockman QC has proposed a world environment court modelled on the International Court of Justice.
He told the Gazette it would be difficult to enforce international targets without 'a really prestigious institution' to ensure they were met.
The court would initially be voluntary, privately funded and involve environmental groups and the business community before, Hockman hopes, gaining approval by governments.
Prime Minister Gordon Brown described the proposal as 'interesting' in Parliament last month.
