So, despite having been found to have misused his position in respect of a vulnerable client, the total sanction of fine plus costs still works out at less than the interest he charged this poor woman.

Surely, if you have entered into a sanctionable arrangement, the penalty for so doing should be on top of having to forfeit the underlying benefit of the transaction?
