Touting in the way described (and it does go on) is an offence under the Bribery Act.
We have a system which supports, not opposes, these practices by allowing for the transfer of legal aid for no good reason and also because the SRA is a pointless, toothless so-called "regulator" which doesn't regulate nor punish those who break the law and the code of conduct.
