Depends a bit. If all of Europe had the same or similar system as us it might be a useful comparator. But they don't. There are criminal compensation schemes, there are no fault schemes, there are fundamentally different legal structures. As it is, insurers just pluck numbers from the air. As they do with this thing called "fraud" they say they keep paying up for.
