The phrase 'we' will continue to be bound by appears yet again in this article. It is fascinating that this is debated as if it is contentious. The 'we' is presumably the British people. The binding, the laws of the European Union.

After Brexit 'we' will continue to be bound by many of the laws of the EU just as 'we' will be bound by the laws of every other country 'we' do business with. The EU will be bound by British laws when they do business with us.

The idea that 'we' will be hidden behind a wall of 100% sovereignty is simply the comfort that is now being offered to those who have finally realised that 'we' will not be getting £350 million a week for the NHS.
