No defendant should ever be encouraged to plead guilty unless of course he or she is guilty.
I have no idea what Sheena Jowett bases her view on, perhaps the MA could have been more robust when probation was privatised and magistrates were prohibited from meeting with probation or CRC's.
If there are really 15,000 members of the MA a lot must be retired magistrates
