CPR 54.1 (2) I believe applies (or has it be changed so that the Toytown contingent of Mayors that ran Legal Aid Practices and then supported the destruction of the Legal Aid Scheme, Murdoch and the other clowns that would destroy the sanctity of the English Justice System can buy an appearance)?:

"Interested party" means any person (other than the Claimant and Defendant), who is directly affected by the claim.

"....I think there is (or should be) significant public interest in these cases. Remaining in the prison system are about 3,000 individuals (some possibly very dangerous predators) who instead of receiving whole life tariffs were given indeterminate sentences (later found to be bad law). ...."

And so the Government Legal Service at the time had the right to comment on these cases but sentencing in the Worboys case has taken place.
