Just my humble opinion, but this legislation is heading rapidly towards the Brexit bin.

The only show in town after summer recess will be Brexit. Decisions have to be made before the summit in October. However no decisions will be made because the PM has boxed herself into a corner
(no single market + no customs union + no hard Irish border = impossible).

This self-induced government paralysis will lead to the EU rejecting the deal in October, which will trigger Mrs May's resignation in November followed swiftly by a general election.

I'd be willing to bet that this legislation never sees the light of day.
