When I was a child my parents were quite poor; I had very little pocket money and was often embarrassed around other kids at the lunchtime sweetie shop, toy store and so on.
However, my mum didn't want me traveling through the dodgy part of town to get to school so she gave me bus fare she could ill afford at the time.
One day I saw some kids from my school get off the bus early; copying them I realized that they were taking a short cut across the dodgy part of town and keeping the difference in fare to increase the value of their pocket money.
For several months I had real pocket money funds until my little brother blabbed out of spite; what did my mum do?
She gave me less bus fare because I had shown that the job of getting to school could be done on less money and that her concerns as to the consequences were unfounded.
That's what's happening in crime and that's what lent fuel to Carter's reforms.
