Dear Harry,

Solicitors on the whole do not blame this sorry mess on the LIPs, they blame the government for the cuts.

As for Courts becoming slower and less efficient, that is due to the increased need for individuals seeking redress from the Courts to act alone without legal assistance. These LIPs usually do not have the knowledge nor the experience to navigate the system nor make relevant arguments in Court. Negotiations outside of the Court do not take place in the same way and often do not yield positive results (and when they do it has usually been a more painful experience for all). In short, everything is harder for all when involving LIPs - as can be expected, and this happens with all professionals. Ask any doctor what they think of patients who look up their own symptom's on the internet!

As for who to blame however, that is different. The source of the problem and how that source impacts on the Legal system are two very different things.
