Peter and Thomas here is a challenge.
You both seem to agree that there should be sanctions for not complying with a rule.
Define with a precision which is easily understood and capable of universal understanding what constitutes a breach which is acceptable without sanction and one which attracts sanction and should you consider there be a sliding scale of severity of sanction for a breach how such a scale be described and enforced.
