Sounds like a judicial review opportunity to me; decision made without proper consultation and sector involvement. Given that clients, the legal sector and those who do the reports to government all say yes, it should have had a proper debate. I really don't see the low risk high return argument. It's litigation and anything can happen, sme legal firms are not going to gamble even on low hourly rates if the prospects are not there .. Big business and politicians have no idea what it is like for an sme client facing off against Goliath, perhaps if they spent a few weeks in a small firm seeing how these clients have to try and protect their interests they may actually get an idea.
