The issue with quotes is that, surely, you give your opinion of what the average job costs. Some will come in above and others below that figure. But with litigation your client can insist on an assessment so the 'easier' jobs do not compensate for the 'harder' ones.

In my opinion that is the centre of the problem and until something is done about it it will continue. I suggest fixed quotes at the outset with no right to an assessment and let the client shop around if he wants to. A bit like conveyancing really.
