Civic responsibility - end contracting, let all firms offer legal aid.

I have seen no evidence of limited liability and the emergence of legal aid contract gaming firms either lower overall cost or raise quality. In my experience quite the contrary has happened. Isn't it about time this conservative government bought some pragmatic policy to bear.
