Yes, you are correct, Nick Marsh, the owner of a private road can potentially obtain that information if they can show good cause, and I hope some level of care is applied by DVLA as otherwise it's something of a stalker's charter. I suspect however that Parking Eye has open access to the DVLA database which the private citizen cannot have, and for very good reason. I can't believe that Parking Eye fills in a V888 every time they capture a number plate. My wider concern is that if this information about private individuals is being sold for commercial purposes, what else is?
