Motorists have paid for insurance because they're required to by law. Insurance premiums are high to ensure profit because that's the nature of a commercial business. More so now that insurers don't get paid referral fees (that bit being constantly glossed over).

Apparently £50 or £90 per person is the cost due to fraud, though of course this an estimate with no hard evidence. Other estimates put it at £6 or £7. Either way premiums have not been high 'largely to fund fraudulent claims...' Utter tosh.

As always the bottom line is profit and dividends. I do like the suggestion of setting up an insurance company. It'd be like a shoplifter up against the Medellin cartel.
