I can't help wondering why the fee was not paid in the first place, or upon receipt of the request? Who was due to pay it, the firm or the client? If the firm, why did she not just draw the cheque, if the client why did she not ask him for one? Or had she told the client the firm would advance it and then found that the firm refused to do so? Or was it the client who refused and if so why?

I have the distinct feeling that there is more to this case, possibly on both sides, than appears from this report.
