The facts were not challenged and one can understand the practical considerations for not doing so.

However, whilst it is a some time since I last had occasion to visit the RCJ, it does seem odd that entry was denied to this one person at 4.25pm as stated when there are any number of reasons why one might be needing to enter the building later than that. Was everyone else being turned away? Those on the security barriers must be well used to people turning up in a panic at the 11th hour to file papers.

As has been observed elsewhere, the claim was, in any event, on the wrong form so there would not have been time to correct this by 4.30pm. Why did he turn up so late the next day?
