From what I've read recently, the Treasury holds almost no clout under the current regime. With Brexit dominating everything, it has very much been sidelined by Fox and DD's departments.

That said, I think it also prudent to consider the political side of things. The public has no love for the ABI and no reason to side with insurers in any debate, so none of these reforms will do anything to boost the Tories' polling. Clinical negligence however might be their golden ticket in that regard - the NHS, as much as it is complained about, is everybody's darling (by and large). It makes much more sense, politically, for the Government to focus on fixed fees in the clin-neg arena. In my humble opinion!
