IT is an excellent route to help fill the access to justice gap. But it can't be "planned" or funded by anyone - it has to emerge by itself. Otherwise it will be defeated by its own vested interests.

I plan to release a bunch of free access-to-justice services on the date a particular law becomes enforceable. I doubt the government, for all its talking the talk, will like it when people actually walk the access-to-justice walk.
