The trigger date for the reforms will be whenever the insurance companies tell the government to do it. Probably just after they've all had their profit dividends paid out to help them monitor the huge profit they are going to make by basically killing the personal injury industry.

The fact that these reforms have got so far without any basis in fact or any answers being provided as to where the last round of "savings" the motorist was meant to receive from the last batch of reforms disappeared to has me astounded.
