If the govt wanted to stamp out abuses within the system they should intervene into and regulate credit hire; for example banning the practice of referring (for a tasty fee) their insured who has comprehensive insurance to credit hire organisations.

The claimant is then in hire until the repairs are paid for by the other insurer (in some cases even the same insurer!) rather than assisting their insured to mitigate their losses by having their vehicle repaired under their own cover.

Claims for hire generally grossly outweigh those for personal injury and probably account for a significant % of cases allocated to the multi-track.
