The answer, I'm told, is that this is how you start piloting a reform such as this. You test each change before going on to the next one.

What they are testing now is whether the questions they ask on the on-line form are generating the responses they are looking for. If lots of people come up with the wrong answers, they know they need to rewrite the questions.

Until they get this bit right, it's more efficient to re-key the information provided -- as if they were entering information provided on traditional forms.
