If we do not make the courts accessible at a price and in a time the average member of the population can afford and finds acceptable he will seek 'justice' elsewhere. That is the vacuum the mafia filled.

On a national scale this is what has happened in Iraq. We have removed the one who kept some sort of order, a very rough form of justice, without any idea as to what is to be put in his place. Accordingly several contenders have attempted to take advantage of the situation. The result? Chaos.
