I agree. A person should either qualify as a solicitor or barrister, be subject to professional rules and standards and be allowed to charge, or if they wish to prance around in court representing other people than themselves without doing these thing, it should be a criminal offence either to solicit payment or to receive it. That's it. End of story. No argument.
