I think the main concern here should surely be, if the records are correct, that the number of claims far outweighs the number of recorded incidents.

If the profession is carefully monitoring where its work comes from and acts at it should by not paying referral fees or accepting work originating from cold calling this report wouldn't even appear. Unfortunately, there are some bad eggs in the profession who do not care two hoots how their money grabbing behaviour can affect everyone else so long as they make a tidy profit, the directors will be in a nice house when their firm finally goes under but the poor employees will suffer and everyone else in the profession when fees are squeezed as a result. Granted there may be some who would accept the work through desperation but they are the minority.

Some people will blame the insurers etc. when the fees get squeezed but if you don't light a fire there will be no need to call the fire brigade.
