It's that German-speaker again.

1. The national language of a country is that which most of its people speak. In Wales that's English. It used not to be but it is now.

2. What happened to Welsh-speakers in earlier generations, however reprehensible is neither here nor there now.

3. When people are together for a joint purpose - such as a business meeting or a court hearing - the common language should be used. Obviously in social life if some of those present want to exclude others, well, there's no law against being rude, is there?
