Comment

I always find such reports actually perpetuate racism and discrimination. The subjects of the report are human beings and users of the justice system - not labels based on race, ethnicity or anything else. Also it is not just ethnic minorities who are baffled by legal jargon, in fact the overwhelming majority of lay clients are.
