Fairly easy solution. Make McKenzie friends take an exam to prove their competence and undertake 2 years' training to understand the role and rule of law. Then make them pay for insurance and require them to undertake training every year. And also have them pay for certification so that the lay public know what they are doing - and that they will face action if they breach their sacred duties.

You could call them, I dunno, "solicitors" or something.
