I have been advocating for years that if providing motor insurance is such a burden for the insurers then take it away from them. Add a levy to fuel and I would bet a sum of no more that 1/2p per litre would be ample to provide a state administered 3rd party insurance. This would mean every vehicle would be covered, young people would not be faced with cripplingly high premiums, the more fuel (car use) you use the more you pay. An adaptation to electrical power points could be fitted I'm sure to capture the levy for electric cars. If you want fully comprehensive insurance you would be free to buy a top up policy from an insurer.
