Are you suggesting that data has been supplied by other interested parties? Would that, perhaps, have been insurers? Are you privy to what data has been supplied?

Bear in mind that the tenor of insurer dogma is fraud, fraud, fraud I'd like you to share with us the data that has been supplied about that. Please also share the data that shows the decrease in numbers of claims and substantial decrease in costs paid.

As it is, the protocols and very low fixed costs have dealt with the "culture" as you call it. For all other cases there is detailed assessment and either the parties agree costs that are payable or a judge determines them. If the parties agree then obviously a defendant has agreed with the sums paid. If a judge determines them well they must be right then mustn't they?
