The reason the prosecutor has to arrange an interpreter is because the prosecutor or police should know that the person can or cannot speak English. Because a person is being dragged to Court and if they can't speak English it is important, in a civilised Society, for those who are prosecuted to understand what is going on. The cost of not doing so far outweighs the cost of providing an interpreter and makes the process work smoothly.
The current system of obtaining an interpreter for court is an absolute shambles and creates increased cost as a result.
As for the "why should the taxpayer pay for this?" argument rest assured that the government has cut very dramatically its spending on the justice systems and as a result has increased the cost of justice by in-building delay upon delay upon utter confusion and shambles yet calls this "efficiency".
